Harrow's sophomore album called for a less obvious, and perhaps more genre-ambiguous design.

The cover finds a beautiful sorceress gazing upon the viewer from an endless field of stars, her expression distant, yet intimate—or altogether unreadable. The layout of the cassette tape was designed to complement the mood of the cover; that is, fairly minimalist in concept, yet sophisticated in detail.

A few years after its initial release on cassette, Fragments of a Fallen Star was finally given a CD release with new interior art, featuring the three-eyed tantric gaze hidden within a mystical campfire.
