The rigging was made using Live2D Cubism. It is a really nice software used to make not only models but also animations. The illustration was mainly with clip studio paint, and converted to photoshop file.
This one took me around 26 hours, but depending on the character complexity and any additional toggles and animations the process can be much longer.
